Basically it is not easy to block access from an individual to a publicly/privately available blog, though there are ways like denying access from one IP/domain, but that is not very practical as the person may be login to internet with different IPs, or if he/she is an advance internet user, he/she can bypass the block by accessing your blog from different proxies (like those people that is looking for free proxies every now and then for accessing myspace site from places that disallow them).
Though you can set your blog to private, the person can signup multiple false IDs and you will again have a hard time to detect and close them.

By default, your blog is completely public, and can be read by anyone on the internet. However, if you want to keep it private, you can do that, too. The setting for this is on the Settings | Permissions tab.
