I'm providing a site containing information on employees. I would like to place ads concerning businesses that may offer services to the public or will be helpful to them. Would Blogger or WordPress be of more use? Which would be cheaper?
I know WordPress offers some sort of VIP hosting, allowing me to manage ads, but I need to apply. Does it also have AdSense?

You cannot use Adsense on the free Wordpress -- see their FAQ which says that "Adsense, Yahoo, Chitika and other ads are not permitted to be added by users. Adverts that may be inserted when using an external blogging program will be blocked."

To use Adsense with Wordpress, you need to use VIP Hosting. Note though that there is STEEP FEE for Wordpress VIP Hosting -- $600 to setup your site and $300 a month hosting fee. http://wordpress.com/vip-hosting/
Which is cheaper? Blogger.com allows you to use Adsense for FREE so that is definitely cheaper if your goal is to use Adsense
You can even buy your own domain, and put the Blogger blog into your own domain -- and it will still come out cheaper with Blogger, though Wordpress has definitely better functionalities. But if you want to earn money from your blog, Blogger is more lenient and easier
