It's a program that lets you connect to it with an FTP client to transfer files back and forth. The server (blogger.com) is usually the computer running the FTP server.

FTP stands for File Transfer Protocol. What you do with it is set up a bunch of files to be downloaded from a website. Also, in this case, one website can download from another. The path would be the URL of the FTP server (as example: ftp.websitename.com/files)
I doubt you have one, so you should skip whatever step you are on.
