Will a blog created with 'blogger.com' be accepted for Google Adsense programme? then how?
Yes absolutely. Blogger.com has good alexa rankings so putting up adsense ads won't be a problem.

I think you should set up a blogger's blog and add 5-10 pages of good unique self written content on it and only then you should register for adsense. That eliminates the risk of google rejecting your blog.

Then bring visitors by commenting on other blogs and forums and leaving your link behind. Don't forget to make at least 5 posts (pages) everyday to have a sustaining adsense income flow. And gradually add to the number of blogs you have every month by making at least two blogs and adding posts to them regularly. In this way your adsense income will increase itself many folds. If you are not a good writer you can find similar topics on the internet and write it on your own words. Never put duplicate content, google adsense is too smart and it will cancel your account if it finds you doing that.

Best of luck.
Reply:Yes, a blogger.com blog will be accepted, since blogger.com is from Google, just like Adsense. You will need at least some content, preferrably high quality and unique (not copied from another website, or taken from an article directory). Have some visitors a day, and some links from other websites to yours will also improve your chances of getting approved greatly.
Reply:NOT AUTOMATICALLY

Even if you create your blog with Blogger, your Adsense application is not automatically approved. In fact, there are many bloggers using Blogger.com who complains that their blogs were rejected by Adsense

The key is QUALITY CONTENT

Adsense has to see that your content is informative and valuable to advertisers. Before you apply, make sure that your blog actually contains something -- and something good.
Reply:So far to my knowledge, yes. Google will accept it no matter what type of website, blog or where it is hosted.

The only thing is the person who registered for adsense. As long as you are not blacklisted or banned by Google, then you are free to use Google Adsense in any form of websites and blogs.
Reply:Yes. I had few experience in installing adsense in blogspot. But be careful, don't click the adsenses through your machine or IP as tracking system is there and you will receive no value as your account will become null and void.
Reply:blogger blogs are accepted and rejected all the time, if your site has good content there is a good chance you will be accepted
